ICVerify Interface for 111ATD mag stripe reader

CCSEROUT is run as a shell from Touchnet and is designed to read a mag stripe reader connected to COM2, output a request to ICVerify, wait for a response, and then pass the result back to Touchnet.  It is designed for the initial pass only.  Subsequent requests should be handled by CCUDM(manual entry, add tips, force auth, etc).  It supports the command line option /AUTONUMOFF allowing a CCNODE file to be generated manually if the automatic node numbering routine were insufficient.  For greater reliability, the card is read on removal from the reader.
